Where a border pass is needed
Parts of Tibet's border regions are subject to travel control: in addition to the Tibet Travel Permit, a border pass is required. Common directions include Everest base camp (Tingri), Ngari (Burang, Zanda), Yadong and Zhangmu, plus some counties and townships bordering neighbouring countries.
How to obtain it
A border pass is usually declared together with the Tibet Travel Permit and requires the specific areas and dates of travel. Travellers with a mainland Chinese ID card can apply at their registered place of residence or locally in Tibet; foreign travellers usually declare it together with the permit, arranged by the receiving party.
Common restrictions
- The areas listed on the pass must match the actual itinerary; travelling beyond them may be refused.
- Some areas are subject to temporary controls at certain times, and on-site arrangements apply.
- A border pass usually has a validity period that must cover the actual travel dates.
- Certain areas require travelling with a group or being accompanied by the receiving party.
Relationship to the permit
The Tibet Travel Permit covers entering Tibet; the border pass covers entering border areas. Neither substitutes for the other. If the itinerary touches border areas, mention it when submitting the permit application so it can be arranged together rather than applied for on arrival.
Advice
Before fixing the route, confirm whether any border county or township is involved, list each area you need to enter and check it against the itinerary. If the itinerary changes — especially if it adds a border area — contact us in advance to supplement the declaration.
